Is Moody/Nolan eligible to submit for this RFQ?

Answer: Moody/Nolan provided conceptual renderings for the purpose of fundraising materials in collaboration with the City of Columbus and other stakeholders as part of “vision planning”. They are eligible to submit for the RFQ but will be graded with the same criteria as all other firms. Past participation in the project/site is not part of the selection criteria or decision process. Selection criteria can be found on page 12 of the RFQ and is based on a point/scoring system.

 

Will the selected architect develop documents based up on the concept design or start fresh?

Answer: The conceptual renderings were produced for fundraising, and we are not held to them in their entirety. The building plan and program are being produced by the Owner as part of a standard internal design process we have developed for new construction projects. These items will be handed over to the architect as a starting point. The floor plans for the two original buildings will be fairly set (because of SHPO, Building Code, and operational requirements) with some limited flexibility for detailing/feasibility, etc. The connector, as new construction, is much more flexible. We would like for the general layout to not change, but otherwise open for design input.

 

If we include a specialist in museum design, will it exclude them from going after the next phase for the design of the museum?

Answer: There are no plans for further design phases. Exhibits will be completed by the Owner’s internal exhibit team.

 

If a contractor is on the A/E team as a third-party estimator, are they eligible to bid the job as the general contractor?

Answer: Any contractor who participated as a third-party estimator during design would not be eligible to bid as general contractor due to having an unfair competitive advantage.

 

As part of our submission, can we include previous OHC projects?

Answer: Firms may include whatever project(s) they choose.

 

Will there be a Construction Manager? If so, what is their role and will they be providing estimating services?

Answer: Firms should include a cost estimator in their team. If a construction manager is hired, which has not been determined, it will be by the Owner. If inquiring about a delivery method (ie CMR), that has not been determined.
